Larry is probably referring to "trunk kits". When one manufacturer produced a 
decent race car for the street... Neon ACR..... the others didn't want to do 
the same so they got together with aftermarket folks and produced "trunk 
kits" and SCCA fell for it. Ostensibly to level the playing field and the 
result was to knock the neons out and let the manufacturers off the hook....
