Seriously, though, racing is an aggressive,competitive sport.  Is this 
another well intended but invasive attempt to eliminate risk from an 
inherently risky venture?  I'm still awfully worried about the subjective 
nature of the terms - is any spin (or even two off) "overdriving"??   Should 
there be similar consideration for "underdriving" When is a bump minor or 
moderate?  etc., etc.
