According to TRA's restoration guidelines some 4As had that pad just above
the thermostat housing and still more had a similar piece (about a foot
long) between the brace that runs front to rear and the hood to hold down
vibrations.  I went to an upholstery shop and asked for "synthetic
horsehair".  Upholstery shops use it for stuffing in a seat.  That pad is
usually black and is unpainted.
