Everything you mentioned is SP legal.  Check to see if he has solid bushings
or brake upgrades.  That would kick him out of SP.  I can't tell you by
looking at http://www.moutons.org/sccasolo/Lists/stprepm.html#BMW what SP
class 328 will go in.  Pete Mottaz would know for sure.  If it is DSP, it
could be very good.  If it is BSP, he'll be better off in SM.  If he likes
to tinker with the car some more, SM would be a better choice for him
anyway.  What ever you do, don't let him get coerced by the OSP crowd!
