Makes sense to me. Rules only spawn cheating. Richard Petty once was
quoted as saying "Cheat Neat!" 

BTW Doug, the VSCCA Fall Festival is basically a open event, with
liberal rules. Like many of the big spectator events, the show's the
thing. Which means you get more interesting cars and variety.
