I can't speak from the experience of having actually seen one
of the factory cars, but speaking generally of that era, one
fog and one driving was the way to go - got you the functions
of each without taking up too much front space.

Since the rally cars weren't subject to the strict cost controls
of the production cars, I'm sure that they used a relay for each.
Fogs should be wired so that they can run with the parking lights,
drivings should be wired so they're on only with the high beams.
Each controlled by a separate toggle switch, with a relay and a
fuse.

The co-driver typically had a horn button, too.
