I have a '63 TR-4, and had exactly the same problem you are having with
your SUs. The fix was replacing the original felt gaskets on the jets (the
big brass tube thingy that comes out the bottom of the carb - it's hollow
so the needle can slide in and out) with rubber O-rings. Got them from
Moss for very modest cost, and they totally solved the problem. I replaced
the jet at the same time on the carb that had the worst leak since it could
have been worn, but I noticed no difference between the two carbs - the
O-rings did the trick on both. I now have no moisture under the carb,
where I used to always have a bit of damp - car now smells of oil, not gas,
but that's another story.

As for the Strombergs, I had a pair on the car while my SUs were in the
shop being rebushed. Worked okay, but the SUs were easier to adjust and
seem to give more power. Everyone I talked with favored the SUs - more
reliable, they said, so that's what I use.
