My guess would be because it's usually cheaper to find another block that
just needs boring than to sleeve even a single cylinder.  So far I think
I've heard every LBC vendor I know of maligned in one way or another.

Since sleeves are readily available for the Spitfire engines, and are cheap,
I'd be fascinated to hear their excuse for not using them.  Needs a new
engine... yea, right, suuuuure!

I won't say it's simply another example of the slimy way Motorhead does
business, but it sure raises one of my eyebrows.
