Bill..

Register in Vermont. You dont need a title for a car that old in Vermont.
Just a bill of sale. Are we the only state with such a law? I'd be
surprised. Are you sure you need a title for a '71 in your state?

You should also be able to get a salvage type registration for a car built
the "Frankenstein" way.... parts from several cars to create one "monster"
who never had a title.
