No, the ID plates were nickel plated over the brass then filled with
black paint (?). You're right, however, that it is so thin that you can
almost wipe it off. Terne plating is used today, for example, as the
coating on steel brake lines. Rub your hands over a brake like and
you'll realize that there is a high lead content to the coating.

Thanks Lew.......thats a new one one me "terne"......is that something
like 
they used on the ID plates......so thin you could almost rub it off!
So far, the majority of replies are that they were not plated.
