Agreed. Actually, unless the stud/nut manufacturer specs a lubricant for
metallurgical or plating considerations, all manufacturer's torque values
are based on clean/dry threads. Any decent rebuild/repair book will have
this noted somewhere.
That said, on used threads I always lubricate and 'feel' for the lower
torque value required.
