Steve Hoelscher (Protest Chief for the event in question) posted a  
thorough description of the events involved earlier today on both the  
Evo and Team.Net lists.  Y'all might want to review so as to have  
better info for your speculation and pronouncements.  (Hint: the rule  
you're quoting was not the one at issue.)
