Not necessarily -- if your seats have a separate headrest then it's pretty
easy to use a harness with the stock seats.  In most cases, you can bolt
the lap belt into the same points as the stock lap belt, and the ends of
the shoulder harness into the rear lap belt points.  Easier than drilling
alot of holes!  Keep in mind too that changing the seat moves you out of
stock under the SCCA rules.

No.  IMO, the chance of submarining under the lap belt in a stock
autocross car is effectively nil -- since you're sitting upright, your
upper body will try to rotate forward rather than push you out the bottom.
