Hi Arthur,
POR 15 stnds for "Paint Over Rust".  It is a special paint that is specifically
designed for auto restoration application.  It is nasty stuff to work with.  It
stinks big time and it is thin so it tends to splatter a bit.  If it splatters
on you (and dries) you have black spots until you grow a new layer of skin.  I
have used acetone to remove it when is is wet or has not completely set.
Acetone is also nasty cancer causing stuff...so don't drink it.  Think of this
paint as being half thin enamel and half super glue (a major ingrediant).
