Interesting, I have had the same non-personal license plate on two
Mustangs,
and now a Ford Ranger. In GA at least, the plate stays with the owner.

Mark,
It is up to the state to regulate that.  Since I have never lived east
of the Mississippi river (except for my Air Force tour when I didn't
have to register my car in the particular state) I can't speak for all
states, just the ones in which I have lived.
