Unfotunatly most are that way.  Another popular place also has a price based
shipping policy (I'm not going to name names).  About a year and a half ago
I ordered a trans clip and gasket set from them. A few days later a box
shows up.  Inside is the trans clip only, no gaskets.  Gaskets were on back
order. I was charged $6 for shipping. Three times the cost of the part. It
should have cost .33 cents to send it in an envelope. And I had to wait for
the box to show up to find out the gasket were on back order. So to me VB is
the same as anyone else, and I have yet to have a part I needed not be in
stock.  Great return policy also.
