I've been been using POR-15 quite a bit on my cars lately.  I did the chassis
of my Bricklin.  After a couple of years (while continuing to restore it)
I drug the chassis out and painted lacquer over the POR-15 no problem.

If the parts aren't exposed to UV (Sun light) then there is no real need
to top coat it.
