I have a couple of those Harbor Freight ones. On the dead 
batteries, (measured 10.5v)  they seem to work ok if the
battery hasn't been drained too many times and you leave
it on for a few days or more. The charger gets quite hot 
in the process. The unit appears to switch voltage off on 
and on. Highest voltage I've read is 13.4, and occasionally 
12.5.
