I had this same issue in the main part of my house. The last owner had
carpet down over tile, and the tile and glue contained serious amounts of
asbestos. We had an asbestos abatement specialist rip out the old tile and
strip the glue as best as possible. Next we are having another company put
down a thin layer of material to seal the remaining glue. I am told that the
material can't be painted, but you can lay tile, carpet, or wood flooring
over it. I'm not sure whether they are using concrete or something
different. They are coming tomorrow, I'll provide an update on what they
use.

Personally I wouldn't touch the asbestos project myself. The abatement guys
had the whole house sealed and took tremendous pains to clean the entire
place- walls, ceiling, etc. of the dust from the asbestos. Ugly business.
