My view as well, check the carbs.  My car had this
problem , due to front carb being shot.  new needles
fixed it to a degree, I still have problem at idle
only and will be replacing the needles to fix.

Hello,

       Is the black splatter raw gas? Cold with the
choke on they normally do that. If yours is doing so
after the engine is warmed up then your carbs are 
way too rich. That would also account for the lack of
power. Check the carbs first.
