You might be able to have someone else register it in another state and then
transfer the title to you in CA.  If you have a friend in a neighboring
state that does not have such penalties they might be willing to help you
out.  Here in Virginia I had bought an old Mercedes that had been sitting
out in a farmers field for 10 years.  I got it registered as an abandoned
vehicle for about $20 over the normal registration fee.  That was over 15
years ago so things might have changed, but it might be worth checking out.
