how about "no more than 1.5" wider than stock, period".  wouldn't that
solve it?

why not just say "wheels no larger than 16" or 1" larger than stock,
whichever is GREATER", then the corvette guys can put 16" rims on and have
a larger selection of tires?  Need to level the playing field there cuz a
lot of the older "vintage" cars use things like 14" wheels for which you
can still find "performance" tires in the right size, since a lot of
Hondas and the like use similar sizes...
