It seems I did not use the Metal Ready and that's the reason it did not work
as advertised. I can buy Ospho for a fraction of what Metal Ready costs, I
now have to remove the POR and resand.
POR 15 is advertised as painting over rust but actually the instructions
call for Marine Clean to remove dirt and grease then Metal Ready to
neutralize rust POR 15 to kill the rust then CHassis Coat black to protect
POR 15 from UV rays, so forget about painting over rust.
