Last time I was at the hardware store I noticed they have a PVC glue
that is designed for wet applications.  As in specifically you don't
have to drain the water.  That might be an ideal product for you.

There are also a variety of glues capable of bonding to PVC.  JBWeld
not being one of them.  Mr Sticky's, Plastic Surgery, etc.  Beware of
brittleness with any glue you use in this application.
