It has not been established whether the drop in SFR attendance is even good or
bad (or right or wrong as Katie put it.)
Requiring membership is not necessary for insurance. Members are covered for
$1,000,000 secondary medical insurance; non-members are covered for $10,000. No
one is covered without a wrist band.
Neither of the chapters require membership. It does lower the cost of admission
to the novice, and it does bring other problems controlling people during
events with more than 200 participants as Pat pointed out.
On another note, casual vs. serious doesn't delineate folks very well. May I
suggest --
Novice
Occasional participant
Regional competitor
National level competitor
Some of us move back and forth between the latter groups.

probably a good idea (and maybe required for our insurance?).
But do we need to limit the number of guests at an event, or limit
guests to one time before they must get a memberhsip? I know these
limits make it much harder for me to get interested friends to come
out and try autoctrossing.
