We returned to a members-only requirement to reduce the casual, do nothing
kind of people we were attracting. We were getting far more people than we
could train or fit in to the program. The goal was to slow down the flow.
Especially objectiionable ws the type of person who made his/her
runs and then disappeared. We need the people to participate more fully.
Otherwise the deal doesn't "work."
