No, you were actually correct.  I am guilty of not reading the rules as
closely as the person who pointed out a mistake in my last statement. 
Actually reading the rules now:  Tires must meet the rule requirements
by April 30, and must not be changed after that to remain eligible for
the remainder of the year.  My statement were incorrect, and I'm sorry
for jumping the gun.  Technically, compounds and construction mus remain
the same after April 30.  (I still stand by my opinion about early and
late season tires though.)  It is also noted that tires that are
re-issued from a previously discontinued model, are considered a new
model and are subject to th eApril 30 cutoff.
