Nope - the original design of the class, per the SEB members
at the time, was to direct an effort to the types of vehicles
and typical prep work done by the 'import' crowd - and
of course to the folks with an interest in those cars.

It was clearly stated, at this beginning, that the rule-set
was designed for Regional events and to provide common
preparation allowances between regions, if they choose
to use them.

Then, the Rally/Solo Department, seeing a marketing
opportunity, included the class(es) in Pro and Tour events,
thus further driving inclusion as unofficial class(es) at the
National Championship events.
