Is it not the responsibility of the Stewards at their on-track inspection prior 
to starting racing each day to confirm that all safety elements are to the 
required standard?  In the event that flag points are not properly staffed by 
accredited officials then the Stewards have the right to stop racing from 
proceeding until the track is properly staffed.  At least, that is the way that 
it operates down here in Oz (where the Stewards are assigned by the national 
motorsport body to supervise each race meeting - no organiser-appointed 
Stewards) - and we have that very situation pending tomorrow at Bathurst where 
there is potentially a shortage of accredited officials for Wed/Thurs/Fri 
(Sat/Sun are OK with the numbers).

Thus, if the Stewards determine that the race organisers (promoters) have 
failed in their duty of care to the competitors and refuse to let racing 
commence, then presumably the competitors can expect to see a full refund of 
entry fees whilst the organisers drop a bundle of money.  OK, I know that the 
competitors miss a race meeting but the financial implications should scare all 
other organisers into doing it properly - has this ever happened anywhere do 
you know?  Also, in the event that racing proceeds with inadequate safety 
facilities and somebody (competitor or official) is injured or killed then 
surely the persons responsible for authorising that racing render themselves 
personally liable by reason of failing in their duty of care?

Shouldn't it be the responsibility of the race organizer (that one that
charges us $300 - 400 for the honor) expected to assure an adequate (whatever
that means) number of corner workers, just as they are expected to provide
fire, crash/rescue, basic track insurance, etc.?
