I suspect the problem is that you are familiar with SU H6 carbs (as originally
fitted to a 3A), while the OP was about HS4 carbs.  1/8-3/16" is indeed the
range for a HS-series, while an H-series wants about 7/16".

An HS carb has no float control lever, the lever is integral with the float.

Most commonly caused by crud blocking the float valve open, in my experience.
But that doesn't sound like Roger's problem, and there are lots of other
possibilities.

The float valve design is pretty standard for all carbs ... for those without
filters at the inlet, a 'stuck' float valve is not terribly rare.  My Dodge
motorhome used to suffer the same problem.

Which reminds me of another point, Roger ... have you checked that your floats
actually float ?  Some of them won't stand up to the nasty stuff in US gasoline
these days ...
