Actually I believe they were talking about the stock fan being bolted on
backwards. I hesitate to note that generally bolting a fan on backwards does
not make it blow the other way. Neither does bolting in on 180 degrees out of
phase for that matter. Or driving the car in reverse... :^)

There was recently a long thread on this subject.
Assuming that you are talking about an electric fan,
I'd say my conclusion is that the optimum is a puller
fan mounted on the engine side.  However, a pusher fan
on the front side of the radiator will work for most
applications, but with some lower efficiency, all
things being equal.
