Bob

You have done the easy part. The bumper is nowheld on with just those two
nuts which are threaded onto studs in the bumper. You can get them with a
socket, a universal joint and an extension shaft (although a flexible shaft
would probably be better). As you turn them, the studs will probably
unscrew from the bumper because the nut will be rusted onto the stud.
There is a diagram in the Moss catalogue.

I would suggest that you put the other bolts back (at least finger tight)
to hold the bumper in place while you struggle to remove the remaining two.
Either that or find some way to support the bumper while you are under the
car.

The overriders are in two parts. You can remove the outer part without
removing the bumper, but the inner part is between the bumper and the body.
If you are removing the bumper anyway, leave the overriders in place until
you remove the bumper. They will then be a little easier to remove. The
bolts are at the back of the overrider and there is not much clearance from
the body.

If you put the bumper back without the overriders, you will need some
spacers between the body and the bumper. I found oversize 10mm washers (50
mm OD) to be suitable. You need about 6 to 8 mm of spacer or 3to 4 washers
on each side.
