On my TR6, the hazard indicator is only on when the park or main lights are
on. Otherwise it is off. Same for the wipe-wash indicator. This seems normal
to me. BTW, these two indicators are also controlled by the panel rheostat
(dimmer).

When the hazard lights are turned on, the pull switch (red opaque plastic
with a white triangle emblem) flashes in sync with the lights. I can't
recall if the green speedo jewel flashes as well. The indicator light
remains lit constantly.
