I'm going to replace the felts, they don't have much softness left in
them.

But to my untrained hands, the steering bushes don't feel too bad.  There
wasn't any slop in the steering (but the whole column wobbled- different
reason); is there any way I can test themn to be sure?  Or is it a
"fix-anyway" case?

I am going to have to weld in some small bits of angle iron (or similar
metal) to fix the lower column support, it has come apart on one side.  I
will take the opportunity to reinforce the other, non-broken side too.
