Before you drill it apart, look for a large screw adjuster in the 
center...hold on, I'll go check one of mine...

Yep, thought so.  Loosen the lock nut and fiddle with the screw a bit while 
your mate presses the horn button.  If it's like the old Bosch horns from 
Back In The Day, it'll start to make noise again as you adjust it.
