That's probably because in order to catch rabies from a bear bite, you 'd
have to survive the bear attack.  Survival rate from a bear attack seems to
vary, but it's not very good.  Bear attacks are pretty rare in and of
themselves (chances are about 1 in 2ish million), plus there have been less
than half a dozen cases of rabies in bears in the last 20 years.
