Maybe.  I've never filled a non-empty tank anywhere but around here. 
All the filling stations around here either charge flat rate for 20#
tanks, or have a minimum that's pretty much what what a 20# tank costs
to fill.  They're all still several bucks cheaper than exchanging the
tank, and it's filled to capacity, so I doubt they get many
complaints.  They'll fill multiple 20# tanks, and larger ones by the
gallon, so construction people don't care.
