For the money and effort you will expend attempting to "make do" you could buy 
a good bubble balancer from someone like Harbor Freight.  I'm all for doing it 
yourself, but on this one, I don't think it makes sense.  Getting the wheel 
centered on the cone without the spring loaded ring that bubble balancers come 
with is difficult.  Also, the weight of the level will throw off readings.

I've been using a static balancer for several years now, and have been fairly 
well pleased with it.  There are some issues.  First of course is centering the 
wheel.  This is not always as easy as it sounds.  Second is repeatability.  
Lift the balanced wheel off the balancer, reinstall, and see if it's still 
showing balanced.  Most of this has to do with using too few weights I've 
learned.  Two smaller weights spread out are better then one large weight.

Dynamically I don't run into any issues until about 70-80 mph, and then only 
with my wide (7"+) wheels.
