Ralph,
If at all feasible I would have to block hot tanked. This will get it
CLEAN. If this isn't possible, then I would just tape off all gasket
surfaces and hit it with a wire wheel, then a wash down with parts
cleaner. Then wash is with parts cleaner again. Let it dry and paint
away.
The only problem I see with you project is the color, shouldn't it be
orange :^)
