It appears to be run by Sears but secretly I think they are trying to
frustrate customers into going elsewhere to shop.

When I applied for membership it took 11 weeks to get a card - but the
card doesn't actually do anything so maybe that doesn't matter.

They also mail you advance notice of "special" sales events. That is
they mail it the day before it starts and it arrives the day after the
sale finishes.  If you happen to be in a Sears store - just ask whether
there is a special sale on or not - if there is the nice man will
usually give you the 10% discount anyhow. Of course their real sales
give you far more than 10%.
