I have sworn never to buy another of those cheapie fixtures. I had
several - one has a failing ballast, so I decided to just replace it.
The new replacement is even cheaper than the failing one - less
reflective surface, and far lower light output from the tubes. 

I have the cheap one next to an expensive model (all of $25) that
has a full reflector and puts out full intensity, and the difference
is amazing...
