Road & Track used to publish figures for the 2500 ft/min engine speed.  
I'm looking at a June, 1961 copy of R&T where they reprinted their road 
tests on the TC, TD and TF (1250).  Here's what they said:

Rpm @2500 ft/min     TC=4230    TD=4230   TF=4230
equivalent MPH          TC=65.6     TD=63.0    TF=66.2
R&T Wear Index        TC=88.2     TD=101     TF=87.0
