VERY squeaky breaks

Hi all,

I just replaced the pads on Loreli. Now she's even squeakier than before.
She only squeaks when going slow and lightly applying the brakes like
creeping forward at a light. The rotor seems extremely shiny and smooth.
More so than others in my parking lot. Is this the reason? What can I do to
fix it? I read about stop squeak jel, but it seems to be for the back of the
pads not the rotor, and our lil darlin's have a retainer type thing on the
cylinder that seems like it would do the trick (keeping the pad firmly
placed against the cylinder. Should the rotor be "scuffed up"? If so, how do
I go about doing that without damaging it?
