It's a diffused reflection which gives the appearance of the license plate 
glowing, rather
than a specular reflection which reflects the point source of light. The glare 
off of
chrome is reflecting a point source of light, usually the sun. A reflective 
license plate
is "glowing" in the illumination of headlamps, which are usually a skosh less 
bright than
the sun :^)
