If you just got a new coat of paint, it could be a grounding problem.  
Start cleaning connections and plugs.  If there's still a problem, maybe 
(gasp) scrape paint from inside of the screw holes that mount the lights. 
  (The taillights anyway)   

You might also want to check for buldup of dry overpray old sanded paint 
and related crud in your turn-signal switch and HI-LO beam switch.  Look 
behind the fuse block too, it's odd where stuff can settle.
