That's an example of bad course design. Crossovers are a valid concept
PROVIDING they come early in the course. Doing a crossover later invites
problems. Having the loop be of about 20 seconds duration is reasonable.
Making it longer means you can't start a car until well after an arbitrary
gap time of 24 seconds.
