Mark has a good idea about the pre-assigned spaces. Publish the padock layout 
in July and then let people reserve spaces. The Rally/Solo department can keep 
a sheet of paper with the reservations, each reservation costs $5 per spot. 
(The fee is to avoid less-than-serious reservations.)
