The Tidewater Sports Car Club has been using ACCUCROS software for
timing for the last several years. It sounds as though it meets your
criteria.

Various different triggers could be used, but we recently updated to the
Q45 sensors seen at http://www.icehouse.net/gpsoftware/gp00004.htm.
They have worked nicely with the system.
