After 5 people tell me it is the ground for the horn, I would bet it is the ground for the horn. ;-) I think I will put the wire links on. I might put clean new ones on so it looks better. Thanks EVE

I'm guessing it is the ground for the horn (hah hah). In addition to there being one at each donut there is also a braided ground cable that goes from the rack to the frame - to complete that circuit
