I've been a teacher for 31 years and know a little about human behavior.  
Bottom line: no penalties, no behavior.  Bev Morgan had a great idea: If you 
are the cause of an on track incident (or perhaps even a participant?) give 
them a 13/13 but let them redeem themselves by doing cornerworker work for 
three race weekends.  Lots of possibilities, good teaching of humility and a 
chance for the offender to learn more about racing.

I think we ought to consider this idea.
